JOB TITLE: Organisational Performance & Policy Officer
LOCATION: Warrnambool, Victoria
EMPLOYMENT TYPE: 1.0 FTE, 24 months, Full-time
SALARY: $87,000 to $106,300 per annum + super
REPORTS TO: General Manager, Corporation Services

Eastern Maar Aboriginal Corporation (EMAC) is seeking an Organisational Performance & Policy Officer to play a critical role in strengthening organisational systems, policies, and performance across the corporation.
This role is central to embedding a culture of continuous improvement, accountability, and compliance, with a strong initial focus on EMAC’s responsibilities as a Registered Aboriginal Party (RAP). Working collaboratively across teams, this position ensures EMAC’s policies, procedures, and operational practices align with legislative obligations, cultural values, and the aspirations of Eastern Maar citizens.
What you’ll be doing
On a day-to-day basis, you will:
- Lead the development, review, and implementation of policies, with priority given to RAP-specific policies and compliance obligations.
- Support the staged rollout of broader organisational policies, systems, and procedures once RAP priorities are met.
- Drive continuous quality improvement initiatives across EMAC, including the establishment and maintenance of improvement registers.
- Analyse organisational processes and systems, identifying opportunities to enhance efficiency, effectiveness, and accountability.
- Develop and monitor quality assurance standards aligned with EMAC’s cultural values and legislative responsibilities.
- Conduct internal audits and performance reviews to assess compliance, service quality, and operational effectiveness.
- Develop and track key performance indicators (KPIs) and Key Result Areas (KRAs) to measure improvement outcomes.
- Collect, analyse, and interpret data to identify trends, risks, and opportunities for improvement.
- Support compliance management and risk mitigation activities in collaboration with program and divisional teams.
- Prepare clear, structured reports for leadership, including updates on continuous improvement initiatives and organisational performance.
- Engage with internal teams, community members, and external stakeholders to ensure policies and systems are practical, culturally appropriate, and well understood.
- Contribute to research on best practice, emerging trends, and regulatory requirements relevant to EMAC’s operations.
What you’ll bring
We’re looking for someone who has:
- Experience in policy development, research, analysis, and/or relevant tertiary qualifications in public policy, governance, or a related field.
- Strong research and analytical skills, with the ability to interpret complex information and develop practical recommendations.
- Excellent written communication skills, with the ability to write fluently in a range of styles and formats.
- Strong interpersonal and stakeholder engagement skills, including the ability to explain complex concepts clearly to diverse audiences.
- Experience working in complex, fast-paced environments with competing priorities.
- Demonstrated resilience, initiative, and the ability to work both autonomously and collaboratively.
- A commitment to culturally safe practice and respectful engagement with Aboriginal communities.
- An understanding of, or willingness to learn about, EMAC’s role as a Registered Aboriginal Party (RAP) and the regulatory environment in which it operates.
- Commitment to and appreciation of Eastern Maar culture, values, perspectives, and heritage, including the importance of Country and self-determination.
Other requirements include:
- Holder of a Working with Children Check
- Holder of a current Victorian Driver’s Licence
- National Police Check for Employment Purposes completed within the last three months
